PROBLEM TO BE SOLVED: To provide a device for efficiently extinguishing, at a low cost, marine organism in a ballast water used for the safe operation of a vessel. SOLUTION: An OHR mixer is fitted directly to the delivery pipe or to the bypass pipe of the delivery pipe of a ballast pump generally used in the ship, and the marine organism flowing through the fed ballast water by the shearing force and impact force of a vortex flow caused in the OHR mixer.
