PROBLEM TO BE SOLVED: To manufacture a planar optical waveguide having polarization maintaining characteristics with a stress added to the core 1 of a waveguide 3. SOLUTION: In the method of manufacturing a polarization maintaining planar optical waveguide, the waveguide 3 composed of the core 1 and a clad 2 is formed on a substrate 4 by imparting a temperature gradient to the waveguide 3. Also, the waveguide 3 is formed by adding a stress to the substrate 4.
