PROBLEM TO BE SOLVED: To provide a monitoring system and an image electronic commerce method using the monitoring system by which an image photographed by a monitoring camera is recorded by setting a monitoring server and distributed, and the image can be fully utilized for information, crime prevention and the like, to say nothing of a past record. SOLUTION: A monitoring system is provided with a monitoring camera 102, a transmitting means transmitting an image photographed by the monitoring camera 102, a monitoring server 104 receiving, recording and distributing the image transmitted by the transmitting means 103 and an emergency alarm device 105 having an alarm button 106 on the periphery of the monitoring camera 102. When the alarm button 105 is pressed, the emergency alarm device 105 issues an alarm sound, and makes the transmitting means 103 transmit the image to a predetermined organization P for informing an emergency state.
