PROBLEM TO BE SOLVED: To provide a thin flow passage forming body for a compact temperature control device having high temperature control efficiency and easy to be manufactured and fitted, and to provide the temperature control device having a long service life without generating deterioration even in the case of using for a long time. SOLUTION: A flow passage is provided with a first and a second sheets and a bulkhead formed between the first and the second sheets, and formed to include a part of the first and the second sheets as the inner wall.
