PURPOSE: Provided are a primary anti-corrosive paint composition capable of producing a film which causes the reduction in anti-corrosiveness even upon high speed welding and prevents the occurrence of defects such as a pit and a blowhole, and a steel plate applied with such primary anti-corrosive paint composition. CONSTITUTION: The primary anti-corrosive paint composition comprises (a) a zinc dust, (b) an amorphous glass powder containing an alkali metal oxide as a constituting component, (c) a siloxane-based coupling agent, and (d) an organic solvent. The paint composition may further comprise (e) titanium oxide and/or (f) an inorganic compound generating pyrolyzed gas. In the paint composition, the alkali metal oxide is preferably Na2O and/or K2O. The amorphous glass powder is surface-treated with an acidic solution. The steel plate has a primary anti-corrosive film formed by applying such primary anti-corrosive paint composition onto a surface of the steel plate.
