The electrical insulation device has an electrically insulating insert (16) intended to be part of an arm (7). The insert has a tubular rigid core made of an electrically insulating material. The core is covered with an elastomeric envelope (20) that is radially ribbed on its major part of a length. The envelope has a helical continuous groove (21) that is inclined with respect to plane perpendicular to an axis of the insert. An independent claim is also included for an aerial lift device comprising an electrical insulation device.
