PURPOSE: A video signal processing circuit and a portable terminal device are provided to reduce the number of memories storing TV video signal data, to thereby reduce the size and cost of a device including the memories. CONSTITUTION: A video signal processing circuit includes an input unit, a memory(16a), and a controller. The input unit receives a vertical synchronization signal of a television video signal. The memory stores odd-numbered field data of the television video signal. The controller controls reading/writing data from/to the memory. The controller writes the odd-numbered field data to the memory in an odd-numbered field period and reads the odd-numbered field data from the memory in an even-numbered field period adjacent to the odd-numbered field period.
