PURPOSE: A control device of the heavy oil flow rate and vapor pressure of a heavy oil burner is provided to prevent thermal loss and smoke from imbalance of heavy oil and steam, and to burn the heavy oil stably by regulating hydraulic pressure of vapor supplied to the heavy oil burner. CONSTITUTION: A heavy oil and vapor pressure control device is composed of a cylinder installed in a heavy oil supply valve to regulate the opening degree of the heavy oil supply valve according to injection or outflow of air, an air shutoff valve(15) installed in the air pipe to regulate the outflow of air from the cylinder, a heavy oil supply control unit(20) opening the vapor supply valve in finishing ignition condition of the heavy oil burner and gradually opening the air shutoff valve by gradually increasing the opening degree of the heavy oil supply valve, a pressure detector(16) installed in the vapor supply pipe to detect pressure of vapor, a vapor pressure control valve(17) installed between the pressure detector and the vapor supply valve, and a vapor pressure control unit(30) regulating the opening degree of the vapor pressure control valve to adjust the detected vapor pressure into the predetermined value.
