PROBLEM TO BE SOLVED: To obtain a nonaqueous transparent composition that does not cause turbidity even in preservation under high-temperature and high-humidity conditions for many hours, has excellent maintenance effect on transparency, no greasiness, light spread and refreshment when applied to skin and to prepare a massage cosmetic using the same. SOLUTION: This nonaqueous transparent composition comprises (a) 0.01-0.5 mass % of a nonionic surfactant having 7-9 HLB and (b) 0.1-30 mass % of an ester oil having 0.1-0.6 IOB in an organic conceptual diagram.
