PROBLEM TO BE SOLVED: To provide a display device which limits functions to permit operation during driving without impairing the convenience of an assistant driver's seat even during traveling, and also to provide a navigation system. SOLUTION: The display device has: a liquid crystal panel 19; a viewing field angle control shutter 20 which switches a prescribed operation menu display region to be displayed in a display region of at least a part of the liquid crystal display panel 19 to a first state of making the display region visible from both of first and second directions and a second state of making the display region visible from only either one of the first and second directions; and a shutter driving section 183 which switches the viewing field angle control shutter 20 to the first state or the second state according to the output from a stop state detecting sensor 11. Also, the shutter driving section 183 changes the viewing field angle control shutter 20 to a mode of switching the shutter to the first state or the second state according to the output from a seating detection sensor 17.
