PROBLEM TO BE SOLVED: To provide a drilling machine and a tension-member insertion construction method, which can improve the reliability of the construction method, by which a tension member is inserted, while conducting the construction method at a low cost. SOLUTION: The drilling machine has a screen pipe 1 with a hole 1a in which a grout material G can be made to flow, an inner rod 3 in which the screen pipe 1 is inserted and an inner bit 2 is installed at a front end section, a casing pipe 5, which is arranged outside the screen pipe 1 and in which a ring bit 4 is mounted at a front end section, and a shank rod 7, to which each rear end section of the inner rod 3 and the casing pipe 5 is connected and which is used for transmitting a percussion force in the axial direction and a revolving torque in the periphery of a shaft to the inner rod 3 and the casing rod 5 respectively.
