PROBLEM TO BE SOLVED: To enhance working efficiency by dispensing with a foundation slab and the horizontal formation of a paving sand layer. SOLUTION: A plurality of PC footing beam members 10 are arranged on ground 1 via a jack 4; height-direction primary adjustment of the members 10 arranged via the jack 4 is performed; and after the primary adjustment, the members 10 are connected together. Next, an adjusting device 31 is mounted on the connected members 10, and the height direction of the connected members 10 is secondarily adjusted so that the members 10 can be made horizontal. Subsequently, concrete 45 is placed until the arranged members 10 are at least partially embedded, and after the solidification of the placed concrete 45, the adjusting device 31 is demounted.
