PROBLEM TO BE SOLVED: To provide an audio signal encoding device for improving the compression efficiency of an audio signal. SOLUTION: The audio signal encoding device 10 is provided with converters 11 and 12 each capable of converting a time domain signal being an audio signal in a time domain to frequency domain signals being audio signals in a frequency domain by mutually different prescribed conversion methods, a conversion selector 13 for selecting a specific conversion method from a plurality of conversion methods on the basis of characteristics of the time domain signal, and an encoder 14 for encoding the frequency domain signals converted by the converter 11 or 12 in accordance with the conversion method selected by the conversion selector 13, wherein the encoder 14 generates a signal including both the encoded frequency domain signals and the information of the conversion method selected by the conversion selector 13.
