<P>PROBLEM TO BE SOLVED: To reduce speed estimated error caused by primary resistance fluctuation. <P>SOLUTION: A primary current estimated error vector calculating means 11 calculates an angle θ<SB>Rs</SB>a primary current estimated error vector<SB>eiRs</SB>caused by only setting error of a primary resistance and a d axis, and coordinates (e<SB>ids</SB>, e<SB>iqs</SB>) of the primary current estimated error vector e<SB>is</SB>caused by all errors, based on the primary voltage v<SB>s</SB>and the primary current i<SB>s</SB>in an orthogonal coordinate system formed by the d axis and a q axis. In the orthogonal coordinate system formed by a γ axis and a δ axis obtained by rotating the d axis and the q axis by the angle θ<SB>Rs</SB>respectively with the origin centered, a coordinate conversion means 14 converts the coordinates (e<SB>ids</SB>, e<SB>iqs</SB>) to coordinates (e<SB>iγs</SB>, e<SB>iδs</SB>). A rotational speed estimated means 16 estimates the rotational speed ω<SB>r</SB>by using the δ axis directional element e<SB>iδs</SB>. An element caused by the setting error of the first resistance is included in the γ axis direction element e<SB>iγs</SB>, but not included in the δ axis directional element e<SB>iδs</SB>.
