PROBLEM TO BE SOLVED: To provide a paper holding device which can ensure a simple operation feeling by aligning the direction of imparting a pressing force with the pinching direction. SOLUTION: This paper holding device 20 to be attached to/detached from a binding implement 17 comprising a binding leg 16 raised from a top surface of a base 15 is provided with a rod-shaped body part 30. First opening areas 33 and 33, which are elongated in the direction of inclination and into which the binding legs 16 and 16 can be loosely inserted, and second opening areas 34 and 34, which continue into the opening areas 33 and 33 and which can fasten the binding legs 16 and 16 from a radial direction, are provided on both the longitudinal sides of the body part 30. When the body part 30 is rotatively displaced by being pressed against the surface side of the base 15, in a state wherein the binding legs 16 and 16 are inserted into the opening areas 33 and 33, respectively, the binding legs 16 and 16 are forcedly positioned in the opening areas 34 and 34 so as to be capable of fixing the device 20.
