PROBLEM TO BE SOLVED: To efficiently increase profit when performing operation for rejecting provision of a Web page restricting a user in an authentication page for approving or rejecting the provision of the restricted Web page. SOLUTION: This link server 2 has: a Web site information storage means 11 storing Web site information including places of a plurality of Web sites; a count means 13 counting the number of called times; and link information provision means 14 taking out one place of the Web site from the Web site information storage means 11, and providing it to a cellphone terminal 4 or the like of a calling source as link destination information. When the rejection of the provision is selected by the authentication page of a restriction Web server 1, the number of the times called by the selection is counted, and one place of the Web site is taken out from the Web site information storage means 11 according to the number of the called times and is provided to the calling source as the link destination information.
