PURPOSE: A granular object metering device, a packing apparatus and a package manufacturing method are provided to measure the volume of the various granular objects, and to pack the particulate matter easily by varying the volume of the metering container with movement of a rod. CONSTITUTION: A granular object metering device(20) is composed of a metering container(21) having a first plane and a second plane arranged in parallel with the first plane and penetrating the space with a projection for putting granular objects from the first plane between the first plane and the second plane, a holder(22) placed in the first plane and composed of a penetration hole communicated with the space to slide with the first plane, and a shutter(24) placed in the second plane and composed of a penetration hole communicated with the space to slide with the second plane.
