PURPOSE: A system and a method for issuing a pass card using an intrinsic number and a white list are provided to issue the pass card and settle a pass charge by making a pass terminal confirm the white list of a smart card in a state that the white list is transmitted to the pass terminal, when a user settles the pass charge with the smart card. CONSTITUTION: The smart card(110) stores the intrinsic number and a white list access key for issuance of the pass card, and wirelessly transmits the intrinsic number for settlement of the pass charge. A card issuance server(150) issues the smart card as the pass card and manages/certifies the card. The pass terminal(120) is equipped with a memory pack storing the white list, issues the pass card by checking the white list access key stored in the smart card through wireless communication with the smart card based on the stored white list, and performs settlement of the pass charge. A financial company server(140) generates the white list by checking a credit state of the smart card, transits it to the card issuance server, and permits pass card issuance of the smart card.
