PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which forms a stable image over a prolonged period of time using a low power charging method which generates little ozone or NOx, and to also provide a process cartridge, an image forming apparatus and an image forming method. SOLUTION: The electrophotographic photoreceptor used in the image forming apparatus having a charging means to charge an electrophotographic photoreceptor by bringing a charging member into contact with a top surface of the photoreceptor has at least an intermediate layer and a photosensitive layer on a conductive substrate, wherein the intermediate layer contains inorganic particles having a dielectric constant (ε) of≤20.
