<P>PROBLEM TO BE SOLVED: To provide a residual chlorine meter which measures the residual chlorine concentration of water to be measured, with electrical noise arising externally shielded, by placing a dropping nozzle at a place where sampled water to be measured is received and placing a dropping nozzle at a place for discharging water, and to provide a manufacturing method of the same. <P>SOLUTION: The residual chlorine meter includes a first overhead flow tank section, a second overhead flow tank section, an electrode cell section, and a foot tank section. The first overhead flow tank section includes a first temporary storage chamber which stores sampled water to be measured and a first dropping means which drops measured water stored in the first temporary storage chamber. The second overhead flow tank section includes a second temporary storage chamber which stores measured water dropped from the dropping means and a measured water introduction means, which supplies measured water stored in the second temporary storage chamber to a measurement chamber in which electrodes are placed. The electrode cell section includes a measurement means which electrically detects the residual chlorine condition, by applying a voltage to the electrodes in the measurement chamber which stores measured water supplied from measured water introduction means.
