<P>PROBLEM TO BE SOLVED: To search for an optimal path by acquiring the specifications, a use rate inherent to a general purpose terminal that constructs a radio network. <P>SOLUTION: An AP 10 is a radio access point, and connected to the Internet network 14 side being a base part on a network through a HUB 12 and a router 13 by a wireline and communicates with a terminal 1 to a terminal 5 side by radio. A communication area 20 of the AP is a communication area of a terminal 1, a terminal 2 and a terminal 3. A terminal 4 is located in a communication area 22 of the terminal 2. A terminal 5 is located in a communication area 25 of the terminal 5.
