PROBLEM TO BE SOLVED: To solve the problem of a prior art that a proper motion estimation is hardly carried out since a matching value often becomes small in a motion vector where a matching object is a flat image and the matching value often becomes large in a motion vector where a matching object is a spatially and rapidly changing image conversely. SOLUTION: Activity detectors 11, 12 obtain spatial activity of pixels in a block subjected to motion compensation by motion compensation units 2, 4. A matching normalizing unit 13 sums the activity Ab of an input image received from the activity detector 11 and the activity Af of a one-frame delayed image received from the activity detector 12 to obtain spatial activity A' of a tentative MV and thereafter spatial activity A. The matching normalizing unit 13 normalizes a matching value C by using the spatial activity A to obtain a matching value NC after the normalization. An MV discrimination unit 8 compares matching values of each tentative MV in the block and discriminates a tentative MV being the smallest value as an MV finally. COPYRIGHT: (C)2005,JPO&NCIPI
