Operation mode of a fuel cell is selected using freezing temperature start-up operation control map and the fuel cell start-up is performed, according to the control map, when temperature of fuel cell is detected to be freezing temperature of water or less. When fuel cell temperature exceeds freezing temperature, the selected operation mode is switched to another operation mode using a normal start-up operation control map.
