PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor capable of performing stable image formation over a prolonged period of time using a charging process which generates little ozone or NOx and uses low power, and further provide a process cartridge, an image forming apparatus, and an image forming method. SOLUTION: The electrophotographic photoreceptor has at least an intermediate layer, a photosensitive layer and a charge injection layer on a conductive substrate, wherein the intermediate layer contains a compound formed from a composition comprising an inorganic oxide network forming compound, a metal-atom-containing organic network forming compound and a binder network forming compound.
