PROBLEM TO BE SOLVED: To transmit a message via a telephone or an e-mail at suitable time by considering the state of a communication party without allowing a transmitter to wait time suitable for transmitting operation. SOLUTION: When a message transmitter registers user information, communication party information, a transmitting condition, and a message in a service agent 20 via a communication network by using a transmitter's portable telephone system 10', the service agent 20 executes monitoring whether the transmitting condition has been effected or not, and when the transmitting condition is satisfied, executes processing for transmitting the registered message to a receiver's portable telephone system 11' of the registered communication party. A condition concerned with presence information disclosed to the communication network via the communication party's own communication terminal is included in the transmitting condition.
