The flow regulator comprises a control element for adjusting the flow between its input and output. A measuring element and the control element are in operative connection with each other such that there is a dependency between the fluid flows in the primary (10) and secondary (16) circuits. A roll membrane seal is provided between the primary and secondary circuits. This has a first membrane connected to the control element via a control piston on the primary side, and a second membrane coupled to the measuring element via a control piston on the secondary side.
