PURPOSE: Provided are a polymer electrolyte whose conductivity is improved when it is made into a film, a membrane electrode assembly containing the polymer electrolyte, a fuel cell containing the membrane electrode assembly, and a multilayered polymer electrolyte membrane. CONSTITUTION: The polymer electrolyte comprises (a) at least one acryl resin and/or vinyl resin, or at least one acryl resin and/or vinyl resin having at least one ionic group or ionizable group; and (b) at least one additional polymer, wherein the resin (a) is different from the polymer (b) and the resin (a) has a domain size of 500 nm or less, preferably 100 nm or less. Preferably the polymer (b) is a fluorine polymer. If the polymer electrolyte is prepared into a film, the film has a conductivity of 20 mS/cm or more, preferably 50-200 mS/cm. Preferably the resin (a) contains at least one ammonium counterion and/or phosphonium counterion.
