PURPOSE: An apparatus and a method of driving an organic EL display panel are provided to reduce the power consumption by collecting charges which light emitting elements accumulates according to establishing a power recovery period in a driving period for lighting. CONSTITUTION: An apparatus of driving an organic EL display panel includes a plurality of driving lines, a plurality of scanning lines, and a plurality of capacitive light emitting elements having diode characteristic which are connected between each driving line and each scanning line. A driving period for lighting and a power recovery period are set up continuously each scanning line. A light emitting control unit controls the light emitting elements during the driving period for lighting according to gradation in order to turn on or turn off the light emitting elements, sequentially. A recovery unit collects charged power of the light emitting elements during a power recovery period.
