PURPOSE: A pointer control device and a method using displacement and an inclination of a mobile communication terminal are provided to quickly and exactly operate a pointer on a terminal screen with a simple operation of moving a terminal, while controlling the pointer by moving the terminal, thereby performing a desired operation without tapping a touch screen with a pen or frequently pressing a terminal button. CONSTITUTION: A motion sensor(331) senses the displacement or an inclination of a mobile communication terminal. A filter(333) filters an output signal of the motion sensor(331). An amplifier(335) amplifies the filtered signal so as to be a signal having a predetermined amplitude. A modulator(337) modulates the amplified signal into a predetermined signal type. An A/D converter(339) converts the modulated analog signal into a digital signal. A position operator(341) calculates a mobile position value of a pointer displayed on a terminal screen by using the converted signal. A pointer controller(323) controls the pointer by using the mobile position value.
