PROBLEM TO BE SOLVED: To solve such a problem that if a staple fiber dispersion layer obtained by dispersing a conductive staple fiber to a dielectric is used, it is possible to constitute an electric wave absorber which is inexpensive and transparent, but for this purpose it is necessary to eliminate a susceptance component contained in an admittance of the staple fiber dispersion layer. SOLUTION: A susceptance Bs of the staple fiber dispersion layer is a positive value. At the same time, a susceptance Bd of a conductive wire arrangement layer formed by arranging conductive wires by a regular interval d is a negative value, if d is 1/2 wave length or less. Accordingly, a conductive layer having only a conductance component of the staple fiber dispersion layer is obtained by laminating the staple fiber dispersion layer and the conductive wire arrangement layer to offset the susceptance Bs and the susceptance Bd. Further, as a variance of the conductive staple fiber may be a small quantity, if a transparent dielectric is used as a base material for dispersing the conductive staple fiber, a transparent conductive layer can be obtained. The transparent electric wave absorber can be obtained by combining the transparent conductive layer and a transparent dielectric having a thickness of 1/4 wave length. COPYRIGHT: (C)2005,JPO&NCIPI
