PROBLEM TO BE SOLVED: To provide a tunnel construction system, and a jacking pipe, suitable for constructing a sharp curve, superior in water cut-off performance, and simplifying the whole system. SOLUTION: This tunnel construction system has a tunnel boring machine 1 having a cylindrical body frame 2 for installing a rotary cutter 5 in a tip part, the jacking pipe composed of an inclined cylindrical body 38 having an inclined opening end surface, and a main pushing mechanism 39 arranged in a starting pit 36, pushing out the rearmost jacking pipe 38, and successively pushing out a new jacking pipe 38 added via a fastener 43 to a rear end part of the jacking pipe 38 after being pushed out. The jacking pipe is connected to a rear end part of the body frame 2 via the fastener 43, and thereafter, is successively connected via the fastener 43, and is constituted so as to be integrated with the body frame 2.
