<p><P>PROBLEM TO BE SOLVED: To improve a delivery performance by reducing an operation volume of individual coding process and reducing a processing load for an access from a plurality of receiving terminals when a compression coded source image is performed format conversion and delivered to the plurality of the receiving terminals. <P>SOLUTION: A dynamic image delivery apparatus decodes the coded source image from an uploader 2 by a decoder 11. The dynamic image delivery apparatus coordinate transforms the decoded circular image by a coordinate converter 12, develops to a panorama image, and then cuts out the image of an arbitrary area according to a designation from the receiving terminal 3 by an image cutting-out unit 13. A dynamic vector coordinate transforming unit 16 extracts dynamic vector information in the case of coding by the uploader 2, and transforms into dynamic vector information to a unit block after the coordinate transformation. An encoder 14 compression codes the transformed dynamic vector by reusing the dynamic vector and delivers to the receiving terminal 3 via a communication unit 15.
