PROBLEM TO BE SOLVED: To provide an oil proof paper with excellent oil proof properties suitable for base material for eco-friendly paper tray, food packaging paper, container, etc., which requires sufficient oil proof properties, having gas permeability by using an oil proof agent exhibiting an excellent oil proof properties in replace of a fluorine-based oil proof agent that has problems of pollution of environment caused by persistent fluorinated hydrocarbons in nature emitted by thermal decomposition. SOLUTION: The oil proof paper uniformly contains the oil proof agent in the paper layer of a non-size paper or low size paper.
