PURPOSE: A high-efficiency near infrared ray heat exchanging device having projections on inner and outer peripheral surfaces of an elliptical plate is provided to enlarge an endothermic area by the projections, to rise discharge temperature, and to increase the flow of the air by reducing resistance against wind velocity. CONSTITUTION: A high-efficiency near infrared ray heat exchanging device positions near infrared ray beams in a pipe and has projections(4) on the inner peripheral surface of the pipe and other projections(5) on the outer surface at which the air flows. The projections formed on the inner peripheral surfaces absorb heat source from the near infrared ray beam and transmit the heat source to the pipe. The surfaces of the projections formed on the outer surface emit the heat source from the pipe to the air.
