PURPOSE: To provide a low temperature plasma generator for low pressure loss and low energy density which minimizes flow pressure loss of harmful gas, is not influenced by direction of harmful gas flow and is applicable to a gas treatment system requiring a low plasma power consumption compared with a large treatment flow amount, and a manufacturing process of cylindrical electrode using dielectric circular cylinder and metallic paste. CONSTITUTION: In construction of a dielectric barrier discharge type circular cylinder stacked low temperature plasma reactor, a low temperature plasma generator for low pressure loss and low energy density comprises: plural ceramic electrode rods(10) for forming plural layers on the same center; and through holes formed between the ceramic electrode rods such that the through holes are spaced from one another in a certain distance, and the through holes are spaced from the ceramic electrode rods in a certain distance, wherein the plural ceramic electrode rods comprise an electrode lead connectable to the outside by being welded to a metal electrode coated on an inner portion of a ceramic tube, and the plural ceramic electrode rods are constructed in such a way that the electrode lead connected to the metal electrode and an electrode terminal portion of neighboring electrode rod are disposed crosswise oppositely to each other, wherein the low temperature plasma generator further comprises electrode rod fixing structures(15) installed at both ends of the plural ceramic electrode rods to fix the electrode rods, gears(17) attached to one side of the ceramic electrode rods, adjustment handle(20) mounted on side of the ceramic electrode rods to rotate the plural ceramic electrode rods, an electric motor(19) as an adjustment means, and guide rollers(18) installed neighboring ceramic electrode rods.
