PROBLEM TO BE SOLVED: To provide a compact fuse capable of securing insulating performance after a fuse element melts, and to provide a fuse manufacturing method. SOLUTION: This fuse is formed of a base 1, a pair of lead terminals 2 provided on the base 1, a plating layer 3 formed in a surface of the lead terminal 2, and the fuse element 4, and the fuse element 4 is welded to the pair of lead terminals 2, riding over them, through the plating layer 3. Since the plating layer 3 is formed in, at least, one part except opposite surfaces 5 of both the pair of lead terminals 2, even after the fuse element melts, the fuse element 4 is not extruded between the opposite surfaces 5 of the lead terminals 2, and insulating performance is secured.
