PROBLEM TO BE SOLVED: To increase development reliability when a solar battery panel is partially developed, and to facilitate the clearance design of a partially developing mechanism regarding a holding-developing mechanism of an article to be restrained having a developing structure such as a solar battery paddle and a development radiator. SOLUTION: This partially developing device is equipped with a holding-releasing means which holds a plurality of restrained articles in a folded and restrained state and releases the held restrained articles in two stages, a first developing means which develops the outermost restrained article which is released in the first stage by the holding-releasing means, and a second developing means which develops the remaining restrained articles which are released by the holding-releasing means in the second stage. The outermost restrained article which has been developed by the first developing means is restrained at a specified angle. In addition, this partially developing device is equipped with a restraint-releasing means which releases the restraint of the outermost restrained article when the remaining restrained articles are developed by the second developing means, and further develops the outermost restrained article by the first developing means.
