PROBLEM TO BE SOLVED: To provide a powdery material filling technique reducing contamination to the surrounding without impairing various physical properties and blend properties of the powdery material such as toner, facilitating automation, providing excellent handleability, fluidizing powder stored in a large container and quickly and exactly distributing the powdery material to a small container. SOLUTION: This device fills the powdery material within the large container 10 in the small container 20. The large container 10 has a ventilating member 51 at the inner wall and has at least two or more discharge opening parts 12 and 13 having flow passages of different sizes in a discharging part 11 to discharge and fill the powdery material in the small container 20. The device is provided with a fluidizing means 50 for fluidizing the powdery material by discharging pressurized gas in the large container 20 via the ventilating member 51, a weight measuring means 30 for measuring weight of the small container 20 filled with at least the powdery material, and a discharge amount control means 40 for performing a discharge amount control of each of discharge opening parts 12 and 13 of the large container 20 based on the measured data from the weight measuring means 30, to fill the powdery material of prescribed quantity into the small container 20.
