PROBLEM TO BE SOLVED: To provide a simulation system, and a behavior control method for a simulation model, improving operation fidelity of the simulation model to actuality to execute simulation in a form closer to actuality. SOLUTION: In this simulation system, the simulation model semiautonomously determines its own behavior on the basis of a decision table to allow progress of the simulation. In the simulation system, a plurality of decision tables are previously stored in a computer. A distribution table 15a wherein a situation allowing placing of the simulation model is associated with each the distribution table is introduced. The situation wherein the simulation is placed is decided in real time, and the decision table is dynamically changed over according to the situation.
