PROBLEM TO BE SOLVED: To provide a heat insulated foundation structure for a building, which is constructed according to an external heat insulation method, wherein the heat insulated foundation structure can protect the building from termite damage without marring the heat insulation effect of a foundation section. SOLUTION: According to the heat insulated foundation structure, when a foundation heat insulating material 2 and a face finishing material 3 are mounted on an outside of a rising portion 11 of a continuous footing 1, a termite blocking plate 4 is arranged on the continuous footing so as to cover lower edges of the foundation heat insulating material 2 and the face finishing material 3, and a heat insulating material retainer 6 is fitted on upper edges of the foundation heat insulating material and the face finishing material 3.
