PROBLEM TO BE SOLVED: To provide a thin film having an excellent water-repelling and oil-repelling property and a honeycomb structure or pillar structure. SOLUTION: This water-repelling and oil-repelling thin film having the honeycomb structure is produced by coating an organic solvent solution containing 0.1 to 10 mass % of a fluorine-containing polymer on a substrate, gradually evaporating the organic solvent in the atmosphere having a relative humidity of 50 to 100 %, simultaneously condensing dew on the surface of the coating liquid, and evaporating the fine water drops produced by the dew condensation.
