PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material excellent in silver tone and image preservability under photoirradiation, and to provide an image forming method. SOLUTION: In the heat developable photosensitive material having on a support an image forming layer containing a non-photosensitive organic silver salt, a photosensitive silver halide, a binder and a reducing agent for silver ions, at least one of the compounds represented by formula (1) is contained as the reducing agent and at least one cyan leuco dye is also contained.
