PROBLEM TO BE SOLVED: To prevent a decrease in horizontal resolution of an on-screen signal. SOLUTION: An on-screen signal generation part 12 generates the on-screen signal by using a synchronization signal which is asynchronous with a video signal, and a clock, and the on-screen signal is converted by a reverse palette conversion part 16 and temporarily written to a memory 13, and the signal is read out and a palette conversion part 18 applies a palette conversion to the read signal to restore the converted signal to the original on-screen signal, which is superposed by a blending processing part 19 on the video signal and outputted to a display part 14. Since the on-screen signal can be generated asynchronously with the video signal, the on-screen signal can be generated at a high operation frequency without being affected by a pixel clock of the display part 14 in the process of generation.
