PURPOSE: A security system for credit cards and certificates using an encrypted card number/photo, and a method thereof are provided to perform a duplex certification process by making a server decrypt/certify a personal encryption key in addition to the certification using card information. CONSTITUTION: An issuance institution(420) stores personal information for a user using the credit card(482), issues the credit card to the user by using the stored information, and performs the first certification accident an approval request for the credit card. A certification authority(440) encrypts the card number of the credit card with the personal encryption key given to each user by receiving the card number from the first certification part, includes the encrypted card number to the issuing credit card, and performs the second certification according to the approval request. A member shop device(480) requests the approval for the credit card to the issuance institution and the certification authority, and determines the approval based on a certification result.
