PROBLEM TO BE SOLVED: To provide an apparatus capable of manufacturing kneaded matter for use in manufacturing toner in a good kneaded state, high in productivity and having a merit capable of making the dispersibility of a colorant in the manufactured kneaded matter excellent, and a manufacturing method using it. SOLUTION: This apparatus for manufacturing the kneaded matter is equipped with at least two rotatable open rolls each of which includes at least a heating roll and a cooling roll and constituted so that a raw material to be kneaded is supplied to the open rolls from the first ends thereof to be melted and kneaded by rotating the open rolls and the kneaded matter is discharged from the second ends of the open rolls.
