PROBLEM TO BE SOLVED: To obtain a biodegradable polyester-based resin composition excellent in transparency and hydrolysis resistance and having a low discoloration and a high antistatic property even by suppressing the amount of use of a quaternary ammonium salt having a high toxicity. SOLUTION: This resin composition contains 0.05-10.0 wt.% surfactant composition consisting of 90-10 wt.% quaternary ammonium salt having a sulfonate as a counter ion and 10-90 wt.% nonionic surfactant, based on the biodegradable polyester-based resin.
