PROBLEM TO BE SOLVED: To minimize an apparatus cost and a running cost by collecting and rationalizing respective water treatment means which are conventionally performed independently. SOLUTION: Suspended solid (SS) in water to be treated is removed by filtering water to be treated using an upflow sand filter 1 wherein filtered water 3 stays on a filter bed 2, an ultraviolet ray emitting device 4 is provided in the retaining water, the staying filtered water is irradiated with ultraviolet rays to be sterilized, to thereby suppress generation of slime in the staying filtered water.
