PROBLEM TO BE SOLVED: To provide an emergency notification system and method capable of easily transmitting emergency information about a user to a disaster emergency information center by allowing a third person to use a portable terminal device of the user even when the user himself/herself is unconscious, or the like. SOLUTION: This emergency notification system 10 is constructed in such a manner that the disaster emergency information center 200 receives through a first network 300 the emergency information 110 about the user sent from the portable terminal device 120 carried by the user 100 by a prescribed input operation of the third person 130, that the position information of the site, or the like is then obtained by mutual conversation with the third person in a speech communication mode, that the fire department 400 closest to the site is asked to arrange an ambulance 410 through a second network 500 and that the emergency information 110 about the user is transmitted to the ambulance 410 through the fire department 400 or directly.
