PROBLEM TO BE SOLVED: To provide an apparatus and a method for start control of an internal combustion engine which can improve starting characteristics of the internal combustion engine when a capacity of a battery falls at a cryotemperature time or due to a deterioration of the battery. SOLUTION: The apparatus for start control of the internal combustion engine includes a starter 4, and number-of-revolutions detecting means for detecting a number of revolutions of the internal combustion engine or the starter; and controls the starter in response to engine average number-of-revolutions (Ne) detected by the number-of-revolutions detecting means. The apparatus for start control of the internal combustion engine further includes variable means 43 for forming a plurality of circuit configurations having different torque characteristics of the starter 4 with a necessary voltage being constant to drive the starter 4, and circuit configuration switching means 1 for switching the circuit configuration in response to the average number of revolutions (Ne) of the engine; switches to the circuit configuration for generating the highest torque at the engine average number of revolutions (Ne) detected at the internal combustion engine starting time; and cranks in a wide rotating range from the start of the internal combustion engine to a complete explosion.
