PROBLEM TO BE SOLVED: To provide a thermosetting water-based coating composition capable of forming a coating film excellent in chipping resistance, adhesiveness to various coated objects or an adjacent coating film, and the like; and a method for forming a multi-layered coating film using the composition. SOLUTION: The thermosetting water-based coating composition comprises (A) an aqueous resin having cross-linking functional groups, (B) a cross-linking agent, and (C) a natural rubber latex.
